The Associate Governmental Program Analyst (AGPA), serving as the Human Resources Branch Policy Analyst, independently performs complex and varied assignments related to the development, revision, and implementation of Human Resources (HR) policies and procedures. The AGPA is responsible for updating, editing, and maintaining the Department of Developmental Services (Department) HR policies, procedures, and administrative memorandums to ensure compliance with State and federal laws, regulations, and mandates.

This position is eligible to participate in the Department’s hybrid telework schedule. Participation in telework is subject to Department guidelines.

Knowledge of : Principles, practices, and trends of public and business administration, management, and supportive staff services such as budgeting, personnel, and management analysis; government functions and organization; and methods and techniques of effective conference leadership. State and federal employment laws, civil service rules, and regulatory requirements governing personnel policies and procedures.
Ability to : Apply logical reasoning and creative problem-solving skills, utilizing various analytical techniques to assess and resolve complex governmental and departmental challenges; develop and evaluate alternatives; analyze data and present ideas and information effectively both orally and in writing. Research, write, edit, and revise documents, reports, correspondence, and other materials with clarity and precision to ensure accuracy and compliance. Coordinate and facilitate workgroups, ensuring collaboration among shareholders to gather input, analyze feedback, and develop well-informed policies and procedures. Lead teams or committees in policy discussions, fostering consensus and alignment with Departmental goals. Present findings, recommendations, or policy updates to leadership, legislative bodies, and other key shareholders to support informed decision-making and successful policy implementation.
