Job Description

Job Summary

This position is responsible for supporting underserved residents of Multnomah County on a path to self-sufficiency by providing opportunities for skill building, training, and work experience by performing the following duties.

Essential Duties

  • Conducts outreach, recruits, enrolls, and maintains caseload of up to 40 young adult clients, with a focus on low income people of color experiencing housing instability.
  • Coordinates outreach and develops relationships with local employers and creates mechanisms for clients to access opportunities.
  • Plans and facilitates lessons on job readiness, employment skills, and career exploration and pathways.


Job Duties

  • Engages clients in goal setting and monitoring, meet regularly with clients to implement individualized plans to achieve short and long term goals.
  • Collaborates with Work Opportunities Training (WOT) team and other POIC departments to deliver services across program sites.
  • Collaborates with employer partners to develop opportunities for clients of diverse skill levels to obtain work experience.
  • Supports clients in accessing and navigating WorkSource Portland Metro and sector-specific services.
  • Builds professional relationships with clients and support them in addressing barriers to employment and educational achievement serves as professional mentor, coach, and client advocate.
  • Documents all client interaction, progress, participation, and data in workforce development-specific database system on a daily basis.
  • Maintains detailed, organized, and updated files, in compliance with local and federal government contractors.
  • Prepares for quarterly program and file audits.
  • Manages client exits and enrollments to maintain full caseload capacity.
  • Supports clients in navigating systems and social services, including housing assistance and SNAP, collaborates with other service providers to enhance service delivery.
  • Develops culturally responsive, innovative, and engaging curriculum designed to build client’s employability and life skills.
  • Researches promising practices of serving low income clients and approaches to alleviating poverty to ensure program model is dynamic and responsive to client needs.
  • Works in partnership with POIC’s community-based programs to address barriers to sustainable employment.
  • Maintains punctual, regular and predictable attendance.
  • Works collaboratively in a team environment with a spirit of cooperation.
  • Respectfully takes direction from supervisor.
  • Other duties as assigned.

Experience/Education

Bachelor’s degree or equivalent and two to three years’ related experience and/or training, or equivalent combination of education and experience. Proven experience in workforce development and placing clients with multiple barriers in employment. Familiarity with trauma-informed practice and strength-based approaches to working with clients preferred. Experience working with non-profits and within government funded systems is preferred.
