Description: The Budget & Finance Manager provides specialized financial management for the department. This position is responsible for all activities related to financial planning and analysis including preparation of the annual departmental budget, revenue forecasting and monthly financial analysis, budget monitoring, budget amendment process, project coordination and research, preparation of the performance measures, position tracking, and conducting business analysis. This position is also responsible for payroll including salary and benefit projections, monitoring reimbursements of the payroll cost from the state and supporting the departmental time keeping and payroll functions. Plays a key role in the development, implementation, maintenance, and interface of financial and accounting systems. Drives simplification, standardization, and automation efforts for the department. Manages and supervises staff. Provides high level assistance to the division director to ensure the goals are accomplished. This position is responsible for assisting management, executive leadership, and program staff by providing general and program specific budget information and financial and operational analysis. Position requires advanced knowledge of government budgeting and Generally Accepted Accounting Principles (GAAP), technologies of financial information systems and financial and operational analytical skills. Schedule: This position typically works Monday-Friday with the option for flexibility per the approval of management. This position is hybrid, remote work allowed with in-office work as needed. Essential Duties: Plans, organizes and coordinates the development, preparation, implementation of the department annual budget and capital improvement plan. Develops policies, procedures, and forms for the preparation and administration of budgets. Conducts complex budgetary and financial analyses. Assists the department executive team in the preparation and presentation of the departmental budgetary recommendations. Monitors compliance to fiscal budget and collaborates with program staff to identify opportunities for improvement and develops strategies to maximize revenues and evaluate the sustainability of department programs. Works with program management on developing financial and operational dashboard metrics. Develops and presents monthly and annual financial statements and analysis to the program directors and management team members. Develops and recommends budget assumptions and long term and short-term forecasting models. Oversees and conducts studies regarding revenue and expenditure projections. Identifies, evaluates and develops new funding sources and opportunities to support the mission of the department. Monitors and interprets state and federal funding formulas, allocations, methodologies and applicable laws and regulations. Participates in various state committees, task forces and working groups and work with state and federal representatives to ensure correct interpretation and appropriate distribution, utilization, and reimbursement of state and federal funds. Ensures compliance with generally accepted accounting principles and fiscal regulations. Reviews reports of audit findings and make corrective recommendations. Plays a key role in the development, implementation, maintenance and interface of financial and accounting systems. Evaluates new software solutions and develop roadmap for implementation. Ensures data development projects meet the technical accounting and reporting requirements for the department. Closely works with IT to manage financial and operational data exchange between the state and the county financial systems and integrate accounting and payroll systems to improve timely and accurate revenue collections. Supervises staff in area of responsibility. Administers and makes recommendations for routine personnel matters affecting subordinates, including recruiting, interviewing, hiring, training, assigning, scheduling, granting leave, appraisals, and taking corrective action. Conducts performance evaluations and communicates short- and long-term goals and objectives. Submits personnel records and reports as required by the County. Assists and advises subordinates as necessary, resolves problems as non-routine situations arise, and ensures adherence to established policies, procedures and standards. Communicates changes in policy and procedures to direct reports and implements them as directed. Other duties and responsibilities as assigned. Minimum qualifications: Bachelor's Degree in Finance or related field A minimum of 3 years work-related experience such as or to include: supervising staff in accounting, budget or finance Or meet a combination of education and/or work experience equivalency Preferred Qualifications: Knowledge and experience in public sector accounting and budgeting Knowledge and experience with grants Master's Degree Offer of employment contingent upon successful completion of criminal history, motor vehicle report, education verification, and/or references.
